CUPPAD was created by state legislation in 1968 as one of fourteen state-designated planning and development regions. Located in Escanaba, MI, CUPPAD serves the central six counties of the central Upper Peninsula (Alger, Delta, Dickinson, Marquette, Menominee, and Schoolcraft).
